I have a complete manual for a 1995 4Runner, it's EFI but the 22R-E engine should be similar with the timing chain setup. I've had a look and there's a how to do it for the timing chain removal and installation.

It should do the trick as the Surf uses the 2LT and 2LT-E engines and the block is the same, it's just some of the components are different.

It's in PDF format so if you want it, PM me your email address and I'll send the timing chain section to you. Just keep in mind I have the whole manual if you need it, but it's 34Mb.
