Wikipedia mentiones nothing about a VR series 2 ecotec
and it does say it went to ECOTEC with the VS

Power

Buick 3800

LN3 (VN Series 1) 123 flywheel Kilowatts
L27 Series 1 ( VN S2, VP, VR) 130 flywheel Kilowatts
L36 Series 2 "ECOTEC" (VS,VT,VX,VY) 153 flywheel Kilowatts

There's no way your STANDARD car with ecotec or not, could make 165rwKW/221rwHP when it only makes 130 - 153 KW @ flywheel, standard.

At the fly and at the wheels are two different things though.

Either way, chuck a rotor in it ;)

that's 165KW @ flywheel, by the time it gets through your auto and diff and to the wheels it will probably be around 130ish rwkw.
